PROPOSALS 2026
The IESO plans to launch the LT2-RFP Window 2 sometime in 2026. The deadline for submissions will not be until Q2, 2027. The Ontario municipal election is October 26, 2026. Proponents will be waiting for new councils to be in place before asking or Municipal Support Resolution, although some have already had presentations to “test the waters” (Wellesley, Minto townships).
As of July 7, 2026:
Wellesley Twp: RES Canada met with council to propose a 200-megawatt, 30-turbine power project. Leasing for sites has not yet begun. Wellesley is mostly prime agricultural land.
Minto Twp: Germany-based Prowind is proposing a wind power project (after having been rejected for two proposals last year) No details. Minto Twp is predominately prime agricultural land.
Chatham-Kent: Two proposals were pitched last year, Crossfield by Capstone Energy, and Botany by EDF of France. Although Council rejected a municipal support resolution for both in October 2025, the projects are still “live” with websites. It is possible the developers are hoping for a new Council after the fall municipal election, more friendly to industrial wind power.
Other projects that were unsuccessful in bids from 2025 may be seen again.
PROPOSALS 2025
The Independent Electricity System Operator (IESO) announced on April 9 that two wind power projects had received contracts: both are on Crown land. Since that time, the Red Rock proposal by Enbridge has been withdrawn due to a problem between the proponent and the First Nation involved. So, only one project is going forward from 2025 proposals.
The IESO also announced in May 2025 that they have extended contracts at a number of existing facilities.

Chatham-Kent: 100 megawatt “Botany” by EDF. Public meeting already held. Council meeting October 6.
Council meeting for both October 6th. Council voted NO. See story here.
Elliott Lake/Blind River: Pathfinder Wind. Developer is FirstLight. FirstLight announced September 12 that it is withdrawing the proposal for now, pending further community engagement, and revised project details.

Sault Ste Marie plus Prince, Pennefather and Aweres townships. “Canuck Wind”, Developer EDF. Sault Ste Marie gave municipal support for this project.
Lorrain: wpd of Germany has proposed Silver Centre wind, with Temiskaming First Nation, filed in 2015, status unknown at this time.
*Unwilling Host resolutions passed by council in 2025.
The Unwilling Host declaration is simply an expression of a community’s lack of willingness to “host” wind turbines. A developer is still free to present a proposal to local Council in an effort to obtain Municipal Support confirmation, required to submit a bid to the IESO. #UnwillingHost
LANDOWNERS: For information on contracts for a wind turbine on your property, please consult a lawyer. We advise landowners to carefully consider offers made by wind power developers and above all, consult a lawyer. Wind Concerns Ontario does not provide legal advice.
